Dear Sir or Madam:

By letter dated December 15, 2016 (Reference 1), Southern California Edison (SCE) submitted a License Amendment Request (LAR), consisting of Amendment Applications 226, 273, and 258 for San Onofre Nuclear Generating Station (SONGS) Units 1, 2, and 3, respectively. The proposed amendments would revise the SONGS Permanently Defueled Emergency Plan (PDEP) into an ISFSl-Only Emergency Plan (IOEP) and revise the Emergency Action Level (EAL) scheme into an ISFSl-Only EAL (IOEAL) scheme.

By letter dated May 16, 2017 (Reference 2), the NRC provided Requests for Additional Information (RAls) regarding Reference 1. The Enclosure to this letter provides responses to the RAls. As part of the RAI response provided in the Enclosure, SCE has agreed to modify the ISFSl-Only Emergency Action Level Technical Bases Manual. The revised pages of this document are also included in the Enclosure to this letter.

Document Control Desk The changes to the proposed and ISFSl-Only Emergency Action Level Technical Bases Document do not affect the conclusions of the No Significant Hazards Consideration or the Environmental Consideration provided in Reference 1.
