Dear Mr. Byram:

By letter dated February 29, 1996, you applied for amendments to the Facility Operating License Nos. NPF-14 and NPF-22.

The proposed change would have modified the facility Technical Specifications pertaining to deletion of the Rod Block Monitor. Subsequently, by letter dated March 6, 1998, you withdrew the amendment request.

The Commission has filed the enclosed Notice of Withdrawal of Application for Amendment to Facility Operating License with the Office of the Federal Register for publication.
