Dear
Mr. Byram:
On April 29,
1996,
the,NRC completed
an inspection at your Susquehanna
Steam
Electric Station I & 2 reactor facilities.
The enclosed
report presents
the
resu')ts of that inspection.
During the six week period covered
by this inspection,
your conduct of
activities at the Susquehanna
facilities was generally characterized
by safety
conscious
operation
and
sound engineering
and maintenance
practices.
We found
that you maintained
an effective radiation protection program with continuing
program improvement in various areas.
However, our inspection also noted
certain weaknesses
in high radiation area controls
and radioactive material
controls.
Based
on the results of this inspection,
two violations of NRC requirements
involving control of high radiation areas
and the performance
oF surveys for
radioactive material
were identified.
These violations are cited in the
enclosed
Notice of Violation (Notice) and the circumstances
surrounding
them
are described
in detail in the subject inspection report;
The violations are
of concern
because
there
were multiple examples of the weaknesses
identified
by these violations.
was applied regarding control of radioactive materials
released
from radiologically controlled areas,
because
the deficiency was
identified by your staff and timely and effective corrective actions
were
implemented.
You are required to respond to this letter and should follow the instructions
specified in the enclosed
Notice when preparing your response.
In your
response,
you should
document the specific actions
taken
and
any additional
actions
you plan to prevent recurrence.
Your response
may reference
or
include previous docketed
correspondence, if the correspondence
adequately
addresses
the required
response.
After reviewing your response
to this
Notice, including your proposed corrective actions
and the results of future
inspections,
the
NRC will determine
whether further
NRC enforcement
action is
necessary
to ensure
compliance with NRC regul'atory requirements.
