This letter refers to the NRC-graded,
biennial,
Emergency
Preparedness
Exercise inspection
conducted
by Hr. J.
Laughlin and others of this office on
August 14-17,
1995 of activities authorized
by
NRC License
Nos.
and
NPF-22 at the Susquehanna
Steam Electric Station,
Berwick, Pennsylvania
and to
the discussions
of our findings held by Hr. Laughlin with Hr.
G. Jones
and
other members of your staff at the conclusion of the inspection.
Areas
examined during this inspection
are important to public health
and
safety,
and are described
in the
NRC Region I Inspection
Report which is
enclosed with this letter.
Within these
areas,
the inspection consisted
of
observations
by the inspectors,
selective
examinations of procedures
and
representative
records,
and interviews with personnel.
Within the scope of this inspection,
you had effective programs in place for
implementing the on-site
emergency
plan.
Overall,. exercise
performance
was
good.
Exercise strengths
were identified in the
command
and control of the
Simulator Control
Room and
Emergency Operations Facility (EOF).
An exercise
weakness
was identified in the area of off-site radiological
dose
assessment
and projection in that the
EOF radiological
support staff was unable to use
field survey data to redefine the radiation source
term and update off-site
dose projections for the unmonitored release.
Several
areas for'otential
improvement were identified and are described
in the enclosed
inspection
report;
No response
to this letter is required.
