Dear Mr. Byram:

This letter

forwards the Pennsylvania

Power

It Light Company's

(PPKL's)

Susquehanna

Steam Electric Station

(SSES),

Units

1 and 2,

SALP report

(Enclosure

1) for the period February

27,

1994 to August 5,

1995.

This

assessment

was conducted

under the

SALP process

implemented

by the Nuclear

Regulatory

Commission

on July 19,

1993.

The

SALP process

evaluates

licensee

performance

in four functional areas:

operations,

maintenance,

engineering,

and plant support.

The plant support functional

area

includes radiological

controls, security,

emergency

preparedness,

fire protection,

and housekeeping

controls.

As

a result of our review,

Enclosure

2 provides our tentative

inspection plan for the next year.

Overall, the

NRC observed

a superior level of performance

at

SSES.

Strong

performance

in the maintenance,

engineering

and plant support

areas

continued

this

SALP period,

and improved performance

was noted in the operations

area.

There

was excellent

communications

among departments,

effective coordination

of activities,

and strong evidence of teamwork resolving safety issues.

Also,

station wide self-assessments

were found to be critical and responsive

to

improving plant processes.

In addition, the recent

changes

in handling of

.

station deficiencies

through the Condition Report process

was

a positive

initiative to improve corrective action activities.

Plant Operations

improved to

a Category

1 rating.

Operations

management

maintained extensive oversight

and strong involvement in daily and preplanned

operational

evolutions.

To correct the weakness

identified during the

previous

SALP period,

management

control

and presence

during refueling outage

preparations

and activities were significantly strengthened.

Further,

operator

performance

in the control

room continued to be

a strength

as

evidenced

by performance

during routine

and operational

events.

Maintenance

was rated Category

1.

PPKL implemented

a strong,

well-managed,

and effective maintenance

program.

Improved planning, coordination,

and

excellent supervisory oversight contributed to very successful

refueling

outages.

Occasional

examples of personnel

performance

weaknesses

were

observed

and warrant continued

management

attention to ensure

sustained

excellent performance.

Surveillance activities were well controlled

and

effectively managed.

Superior engineering

performance

continued in this period,

and engineering

was

rated Category

1.

Engineering

management

was involved in the resolution of

design

and technical

problems early in the corrective action process

and

provided guidance

and recommendations

with a strong safety perspective.

Overall, the technical quality of modifications

and licensing actions

was

excellent.

Although there were instances

of occasional

lapses

in

corporate/site

communications,

the organization effectively addressed

complex

and subtle technical deficiencies

in a timely manner.

Plant support

was also rated Category

1.

Throughout the

SALP period, the

plant support functions effectively contributed to safe plant performance.

Performance

in the radiation protection

area

was excellent.

Steady

improvement

was noted in the

ALARA program.

Outstanding

performance

in the

radiological effluent and environmental

monitoring programs

was also noted.

There

was continued excellent performance

in the emergency

preparedness

area.

Security program performance

continued to be strong;

however,

several

longstanding

assessment

aid concerns

remain unresolved.

Further,

inappropriate practices

during the administration of a requalification

examination,

which occurred during the last

SALP period,

were corrected

during

this period.

Plant housekeeping

controls were excellent.

You are to be congratulated

for, your achievement

of Category

1 ratings in all

four SALP functional areas.

In recognition of your superior performance,

the

Susquehanna

SALP period

has

been

extended to 24 months

and our planned total

inspection

hours

have

been further reduced.

The resulting inspection

plan

only includes

minimum core (routine) inspection

hours for a two unit site.

The resident inspector staffing level

had already

been

reduced

below the

normal

complement

in recognition of your past excellent performance.

We have scheduled

a management

meeting with you to discuss

our assessment.

The meeting is scheduled

to take place at the Susquehanna

Steam Electric

Station Training Center

on October 6,

1995.

The meeting is open for public

observation,

but not for public participation.

During this meeting you are encouraged

to candidly discuss

any comments

you

may have regarding the report

as well as to discuss

any initiatives or areas

where further improvements

could be realized,

as mentioned in our evaluation.
