Dear Hr. Byram:

The Commission has issued the enclosed exemption from certain requirements of 10 CFR Part 50, Appendix J, "Primary Reactor Containment Leakage Testing for Water-Cooled Power Reactors."

This exemption is related to your application dated November 21,

1994, as supplemented by letters dated February 21,
1995, March 28, 1995, April 10,
1995, May 24,
1995, and June 23, 1995, to modify an existing exemption which allows the leak rate testing of the HSIV at a reduced pressure and excludes the measured leakage from the combined local leak rate test results.

The original exemption is contained in the Susquehanna Steam Electric Station (SSES),

Units 1 and 2, Safety Evaluation Report (NUREG-0776).

The exemption relates to the requirements of 10 CFR Part 50, Appendix J, Sections II.H.4, III.C.2, and III.C.3.

The exemption is necessary to allow the proposed deletion of the Main Steam Isolation Valves (HSIV) Leakage Control System (LCS) and proposed use of an alternate leakage pathway.

This modification is scheduled to be implemented for SSES, Unit 2 during the upcoming 7th refueling outage scheduled to begin on September 9,

1995, and for SSES, Unit 1, during the ninth refueling outage scheduled to begin on September 7,

1996.

A copy of the exemption'is being forwarded to the Office of the Federal Register for publication.
