NOTICE OF DEVIATION

Dear Mr. Byram:

The enclosed report documents

a resident

inspection

conducted

by Ms. H.

Banerjee,

Mr. B. J.

McDermott,

and others

from March 28,

1995 through

Hay 15,

1995, at the Susquehanna

Steam Electric Station

(SSES),

Salem Township,

Pennsylvania.

Areas relevant to the health and'safety of the public examined

during the inspection

are described

in the enclosed report.

At the conclusion

of the inspection,

the inspectors

summarized

the inspection findings with Mr.

H.

G. Stanley

and other members of your staff.

In summary,

the inspectors

concluded that the first forty five day refueling

outage at Susquehanna

Unit

1 was conducted

in a safe

and well controlled

manner with good supervisory oversight

and conservative

decision making.

Based

on the results of this inspection,

one activity appeared

to be

a

deviation from the

SSES Final Safety Analysis Report,

as specified in the

enclosed

Notice of Deviation (Notice).

On January

30,

1995, the Unit 2

non-vital instrument uninterruptible

power supply

(UPS)

2D240 failed a

post-maintenance

surveillance test

and

was returned to its normal operational

alignment in a degraded

condition.

The

FSAR states that when the

UPS is

inoperable,

the external

maintenance

bypass will be used to bypass

the

UPS and

supply its loads directly from the alternate

power supply.

The

UPS was in an

alignment contrary to the

FSAR description until April 15,

1995,

when it

failed to provide backup battery

power 'or transfer its alternate

supply in

response

to an electrical perturbation.

The

NRC recognizes

that this departure

from the

FSAR does not concern safety-

related

equipment

necessary

to support 'the basis for the facility accident

analysis.

Notwithstanding this, the

UPS failure caused

an unnecessary

complication for the operators

during the post scram recovery.

You are requested

to respond to this letter,

and should follow the

instructions specified in the enclosed

Notice when preparing your response.

In your response,

you should document the specific actions taken

and any

additional actions you plan to prevent recurrence.

After reviewing your

response

to this Notice, including your proposed corrective actions

and the

results of future inspections,

the

NRC will determine

whether further

NRC

action is necessary

to ensure

compliance with FSAR commitments.
