BULLETIN 92-01, "FAILURE OF THERMO-LAG 330 FIRE BARRIER SYSTEM TO MAINTAIN CABLING IN WIDE CABLE TRAYS AND SMALL CONDUITS FREE FROM FIRE DAMAGE" (TAC NOS H83938 AND H83939)

Dear Hr. Byram:

By letter dated July 24,

1992, Pennsylvania Power

& Light Company (PP&L) responded to NRC Bulletin 92-01 for Susquehanna Steam Electric Station, Units 1 and 2.

In the letter, it was stated that for Action 1, PP&L had identified areas of the plants where Thermo-Lag was installed on small diameter conduit or on cable trays to provide safe shutdown capability'.

For Action 2, it was stated that the Thermo-Lag barriers identified for Action 1 had been declared inoperable and applicable technical specification actions had been implemented.

For Action 3, a commitment was made to research and document available test data which supports the capability of the installed barriers to function as required.

Additional testing would be performed based on the identification of deficiencies.

Further, compensatory actions would be maintained until operability could be demonstrated.

Generic Letter (GL) 92-08, "Thermo-Lag 330-1 Fire Barriers,"

was issued by the Commission shortly after Bulletin 92-01 and has incorporated the followup of the compensatory actions included in the Bulletin.

Accordingly, the purpose of this letter is to acknowledge the acceptability of PP&L's response to Bulletin 92-01 and to close out TAC Nos.

H83938 and H83939.

As you know, the review of the responses to GL 92-08 is continuing.

This review may include inspections or audits by the staff.
