SUSQUEHANNA STEAM ELECTRIC STATION, UNIT, 1, STAFF ACKNOWLEDGMENT IN REGARD TO PENNSYLVANIA POWER AND LIGHT COMPANY'S (PP&L) SUPPLEMENTAL
, RESPONSE TO GENERIC LETTER (GL) 94-03 (TAC NO.'92098)
Dear Mr. Byram:
I The following enclosure provides the staff's safety evaluation (SE),regarding PP&L's Interim Response to GL 94-03, "Intergranular Stress Corrosion Cracking of Core Shrouds in Boiling Water Reactors," for the Susquehanna Steam Electric Station Unit 1 (SSES-l),
dated April 21, 1995.
PP&L's response forwarded the results of the SSES-1 core shroud inspections and flaw evaluations that were performed as part of the licensee's activities during the current the SSES-1 refueling and inspection outage (RIO) 8RIO.
The staff has reviewed the results of examinations and flaw evaluations performed by PP&L during BRIO in regard to the assessment of the SSES-1 core
- shroud, and has determined that PP&L has conservatively used the core shroud inspection and flaw evaluation criteria of the BWRVIP as a basis for performing inspections and flaw evaluations of the SSES-1 core shroud.
Therefore, the staff concludes that sufficient remaining ligament exists in the SSES-1 core shroud to justify operation of the SSES-1 unit for the next operating cycle, without necessitating an immediate core shroud modification (repair) during the current RIO (No. 8RIO).
PP&L will.be required to either re-inspect or repair the SSES-1 core shroud during the fall 1996 RIO (No. 9RIO).
Based on its evaluation, the staff has no safety issues regarding the SSES-1 core shroud which would preclude PP&L from restarting the SSES-1 unit.
