SUHHARY OF AUGUST 2, 1994 HEETING BETWEEN NRC AND PP&L On August 2,
- 1994, Nuclear Reactor Regulation (NRR) and Pennsylvania Power Light Company (PP&L) staff met in Rockville, Haryland, to discuss curi"ent and planned operating license amendments for the Susquehanna units.
Enclosure 1
is a list of those who attended the meeting.
The following is a summary of the significant discussion
- items, 1.
Power Uprate The amendment for Unit 1 has been submitted to the Commis'sion and includes the set of technical specifications (TS) changes to reflect the increase in the licensed power level. from 3293 to 3441 Hwt.
PP&L emphasized the fact that although the amendment package includes a discussion of the increase in reactor recirculation (RR) flow, the unit can achieve the new power level with rod control and no increase in RR flow.
The planned increase in RR flow would provide additional operational flexibility and more efficient fuel utilization.
The application is based on the power uprate topical report submitted to the staff in 1993 which applies to both units.
The staff approved the topical report for both Units on November 30, 1993 and issued the amendment for Unit 2 on April 11, 1994.
PP&L requested that the amendment be processed and issued by February 1995 to support the outage schedule for Unit 1.

Vibration Event at Unit 2 PP&L indicated that it's staff has met with GE Nuclear staff in San Jose, California, and was still evaluating the vibration event that occurred in June when higher RR flow had been reached.
As yet, no conclusion had been reached as to the root cause of the vibration, and the administrative limit on the maximum RR pump speed was to be continued for Unit 2.
It was agreed that a
working level meeting would be held in Rockville to discuss the status of the investigation into the event and potential future actions regarding fixes,
- testing, or modifications.
The tentative date would be September 15th.

PP&L Hanagement Direction PP&L provided a discussion of the current management focus on the economic wellbeing and competitive position for the utility in the marketplace.
Emphasis is being placed on increasing unit capacity, availability, reducing outage duration and costs within regulatory constraints and guidance while maintaining the desired level of safety.
In addition, PP&L is seeking to reduce its regulatory burden by reviewing current procedures, testing
- programs, and* quality assurance programs.

been submitted and others are under preparation to take advantage of the Commission's Cost Beneficial Licensing Action (CBLA) Program.
- Further, the establishment of a series of special evaluation teams to meet the above goals were mentioned.
They include the strategic
- planning, management
- systems, senior management, operations management, assessment, and corrective action teams.

Extended Fuel Exposure PP&L already submitted a topical report supporting an increased fuel exposure limit from the current 40 GWD/HTU to a higher 45 GWD/HTU.
The staff indicated that such a change would not be a problem for staff approval, PP&L indicated that a supplemental amendment to change the appropriate TS would be submitted after fuel rod testing results are available.
This amendment would be expected to be submitted in January 1995.
(See Enclosure 2 which provides the schedule for this licensing action.)

Core Alteration PP&L has already submitted an amendment which adopts into the TS a revised definition of core alteration.
This new definition is taken from the Improved TS and would allow low power range monitors (LPRMs and control rods to be removed from a cell where fuel assemblies had already been removed.
This change would provide some schedular benefits and would permit parallel activities to be conducted.
The net savings in outage duration could reach three days.
The staff indicated that such a change could be approved in a timely manner.
6.
Cost Beneficial Licensing Actions (CBLAs)
PP&L provided a discussion of its CBLA activities as detailed in a handout (Enclosure 3).
Specific comments regarding those CBLAs already submitted to the staff are:
a.
Appendix 'R'ot Shorts:
The project manager (PM) was unaware of this package and committed to follow up on the status of this submittal.
b.
Turbine Overspeed Protection Deletion:
PP&L indicated that the staff had decided not to review this package in lieu of proposing a generic fix for this item.
Since the Fermi and Clinton plants had already had staff approval of this TS revision, it was requested that the PH investigate the status of this package.
It was agreed that the lack of progress would be investigated and feedback would be provided to the licensee.

SRC Audit Requirements:
The staff stated that the SE had been completed and sent to the Office of General Council for concurrence.
The amendment was expected to be issued by the end of August.
d.
Spray Pond Ground Water Measurement:
The staff indicated that the SE would be written in August and the amendment would probably issued in October.
e.
Standby Liquid Control System Operability
& Heater Surveillance:
The staff indicated that the action had been noticed in the Federal
~Re ister and had been sent to the Plant Systems Branch for review.
f.
Core Alteration Definition:
See discussion above.

Feedwater "T" Erosion PP8L staff indicated that it had identified a potential area of erosion in the feedwater system and had installed a weld overlay.
An inspection revealed that the wall thickness problem was due to a fabrication defect and not to erosion.
The licensee will be sending a letter to the staff explaining the results of the inspection and its position related to the weld repair.
The staff committed to discussing the issue with R.
Herman of the Materials and Chemical Engineering Branch.
