During the week of January
31 to February 4, 1994, the NRC staff conducted licensed
operator requalification examinations and completed a program evaluation at the Susquehanna
Steam Electric Station.
The requalification examinations and program evaluation were
conducted using Revision 7 of NUREG-1021, "Operator Licensing Examiner Standards
[ES]." The licensed operator requalification training (LORT) program is important to
nuclear safety because it helps to assure a high level of operator proficiency in dealing with
normal and emergency
events.
On February 4, 1994, the preliminary findings related to the preparation and administration
of the examinations were discussed with those members of your staff identified in the
enclosed report.
Overall, operator performance on all portions of the examination was strong.
Eleven of the
twelve licensed operators passed all portions of the requalification examination and all three
crews passed
the simulator portion.
One licensed operator failed the simulator portion of the
examination.
The results of the program evaluation were satisfactory in accordance with ES-
601 criteria.
The written examination, dynamic simulator scenarios,
and job performance
measures
that were proposed for the examination required only minor revisions.

Section 4 of the enclosed report addressed
a potential problem in the proper implementation
of the secondary containment control emergency operating procedures
(SC-EOP) dealing with
actions associated
with exceeding "maximum normal radiation levels" (MNRLs). With the
use of a single high value of 500 mR/hr of MNRL for all areas of secondary containment,
we are concerned that there may be an excessive delay in implementing EOP strategies or
implementing EOP strategies with procedures
that may not be under the same level of control
as the EOPs.
We request that you respond within 30 days of receipt of this letter to this concern and
provide your basis for the MNRL value used and for use of this one value throughout
Also, as a result of these concerns, Mr. M. Peale of your staff
verbally committed that PP&L willnot implement the change in the EOPs MNRL to a higher
value until additional information on your evaluation was received and reviewed by NRC
staff. Ifour understanding
is incorrect, please inform us in writing.
The response
requested
by this letter is not subject to the clearance procedures of the Office
of Management and Budget, as required by the Paperwork Reduction Act of 1980, Pub. L.
No. 96.511.
In accordance with 10 CFR 2.790 of the Commission's regulations,
