APPENDIX A N TICE F VI LATION Pennsylvania Power and Light Company Susquehanna Steam Electric Station Docket No. 50-387 License No. NPF-14 As a result of an inspection conducted on November 8 through 12, 1993, the following violation of NRC requirements was identified. In accordance with the NRC Enforcement Policy (10 CFR 2, Appendix C), the violation is listed below.
Technical Specification 6.12.1 states:
"In lieu of the "control device" or "alarm signal" required by paragraph 20.203(c)(2) of 10 CFR Part 20, each high radiation area in which the intensity of radiation is greater than 100 mrem/hr but less than 1000 mrem/hr shall be barricaded and conspicuously posted as a high radiation area..."
Contrary to the above, on November 1, 1993, a high radiation area barricade (rope) was found down and the high radiation area sign was missing.
The unbarricaded high radiation area, located on the Unit 1 Reactor Building 719-foot elevation by the south CRD scram discharge header, had dose rates of approximately 800 mrem/hr contact and 200 mrem/hr general area.
This is a Severity Level IVviolation.

Pursuant to the provisions of 10 CFR 2.201, Pennsylvania Power and Light Company, is hereby requiied to submit a written statement or explanation to the U. S. Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington, D.C.
20555 with a copy to the Regional Administrator Region I, and a copy to the NRC Resident Inspector at the facility that is the subject of this Notice, within 30 days of the date of the letter transmitting this Notice of Violation (Notice). This reply should be clearly marked as "Reply to a Notice of Violation" and should include:
(1) the reason for the violation, or, ifcontested, the basis for disputing the violation, (2) the corrective steps that have been taken and the results achieved, (3) the corrective steps that willbe taken to avoid further violations; and (4) the time specified in this Notice, an order may be issued to show cause why the license should not be modified, suspended, or revoked, or why such action as may be proper should not be taken.
Where good cause is shown, consideration willbe given to extending the response time.
