Combined Inspection Nos. 50-387/93-21 and 50-388/93-21

An announced safety inspection of the radiological controls program at your facilityduring

outage conditions was conducted by Messrs. J. Noggle and R. Ragland on November 8-12,

1993 of activities authorized by NRC License Nos. NPF-14 and NPF-22. At the conclusion

of the inspection on November 12, 1993, our findings were discussed by Messrs. Noggle and

Ragland with Mr. Stanley and other members of your staff.

Areas reviewed during the inspection are important to health and safety and are discussed in

the enclosed inspection report.

These areas included review of: audits and assessments,

outage organization and contractor training, and review of outage maintenance work HP

coverage and associated

satellite health physics (HP) control point activities.

Your radiological controls program has shown programmatic improvement in the HP

operations area.

In particular, the new radiation work permit format, adopted in September

1993, was greatly improved and in its implementation contained a good level of radiological

controls.

Also, your HP operations staff has conducted a benchmarking effort at several

other nuclear power plants and anticipates mahng further program changes in a

commendable effort to further upgrade the HP operations program.

Personnel exposures

and

other radiological hazard indicators were low. Some potential program enhancements

are

described in the enclosed report for your consideration.

One violation of Technical Specification (TS) requirements pertaining to the barricading and

posting of a high radiation area was identified.

You.are required to respond to the enclosed

Notice of Violation in accordance with the instructions contained therein.

In addition, one

noncited vilation of TS requirements also was identified. The latter violation pertained to

barricading of a high radiation area.

Your staff is commended for its actions in identifying

and correcting that violation.
