EMERGENCY PREPAMZ)NESS INSPECTION 50-387/93-03; 50-388/93-03

Enclosed

is the report of the February 23-25,

1993 inspection,

led by Mr. C. Gordon, of

Susquehanna

Steam Electric Station Emergency Preparedness

(EP) and of the full-participation,

annual EP exercise.

Our inspection findings were based on inspector observations,

discussions

with your staff, and document review.

At the end of the inspection, the preliminary NRC

findings were discussed with members of your staff.

Overall, implementation of the Emergency

Plan during the exercise

showed

that adequate

protective measures

can be taken on-site in an emergency.

Except for the exercise play and

termination considerations identified by the Commonwealth of Pennsylvania after the exercise,

the development and content ofthe exercise scenario was an exercise strength.

Lack ofthorough

implementation of the Technical Support Center radiological assessment

function relative to an

unmonitored release pathway was an exercise weakness.

Areas for improvement were identified

as described in the enclosed inspection report.
