The enclosed report documents
a resident safety inspection conducted by Messrs. G. S.
Barber and D. J. Mannai, and others from January
1, 1993 through February
15, 1993, at
the Susquehanna
Steam Electric Station (SSES), Salem Township, Pennsylvania.
The
inspection covered plant operations,
surveillance, and maintenance for both units. At the
conclusion of the inspection, Mr. G. S. Barber, Senior Resident Inspector, summarized the
inspection findings with Mr. H. G. Stanley and other members of your staff.
Based on the results of this inspection, certain activities appeared to be in violation of NRC
requirements,
as specified in the enclosed Notice of Violation (Notice). This violation is of
. particular concern because reactor water level detectors were made inoperable to perform.
required surveillances, but no actions were taken to assure that the time out-of-service was
monitored and controlled sufficient to assured'he
proper initiation of the applicable Technical
Specification Action Statement.
While this deficiency appears anomalous to your usual
quality of operations,
the item is identified as an apparent violation since it revealed an
apparent deficiency in your procedures
and work practices.
You are required to respond to this letter and should follow the instructions specified in the
enclosed Notice when preparing your response.
In accordance with 10 CFR 2.790 of the
NRC's "Rules of Practice," a copy of this letter and its enclosure willbe placed in the NRC
,Public Document Room.
