F-14 NPF-22 During an NRC inspection conducted on July 8, 9, and 21, 1992, a violation of NRC requirements was identified. In accordance with the "General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1992), the violation is listed below:

10 CFR 55.25 requires, in part, that the facility licensee notify the Commission within 30 days of learning of the diagnosis of a medical condition that causes a licensed operator to fail to meet the medical requirements of-55.21.

Contrary to the above, the facility licensee reported to the Commission in excess of 30 days of learning of the diagnosis of medical conditions that caused three licensed operators to fail to meet medical requirements.

On April 16, 1991, one licensed operator was diagnosed with a need to wear corrective lenses.

The NRC was notified on July 15, 1991:

On April23, 1991, one licensed operator was diagnosed with an inability to detect odors.

The NRC was notified with partial information on May 29, 1991.

On March 13, 1991, one licensed operator was diagnosed with a need to wear corrective lenses.

The NRC was notified on June 11, 1992.

This is a severity Level IV violation (Supplement VII).

Pursuant to the provisions of 10 CFR 2.201, the Pennsylvania Power &Light Company is hereby required to submit a written statement or explanation to the U.S. Nuclear Regulatory Commission, ATIM Document Control Desk, Washington, D.C. 20555, with a copy to the Regional Administrator, Region I, and a copy to the NRC Resident Inspector at the facility that is the subject of this Notice, within 30 days of the date of the letter transmitting this Notice of Violation. This reply should be clearly marked as a "Reply to a Notice of Violation" and should include for each violation:

(1) the reason for the violation, or, if contested, the basis for disputing the violation; (2) the corrective steps that have been taken and the results achieved; (3) the corrective steps that willbe taken to avoid further violations; and (4) the date when full compliance willbe achieved.

Where good cause is shown, consideration willbe given to extending the response time.
