This letter forwards the report of the announced NRC inspection of the Susquehanna

Steam

Electric Station emergency preparedness

program and annual, partial-participation exercise.

was conducted

on February

18-21,

1992 by Mr. L. Eckert and other

members of this office.

Preliminary findings were discussed

by Mr. Eckert with Mr. C.

Myers and other members of your staff.

The exercise demonstrated

the ability of the Pennsylvania Power & Light Company to take

appropriate action to protect public health and safety.

Exercise strengths included event

classification, task prioritization, response team briefings and use, technical staff support, use

of procedures,

an'd Recovery Manager

performance.

Other indicators of an effective

program included the efficiencies resulting from the restructuring of the EP organization, the

number of individuals qualified for emergency response organization (ERO) positions, and

tdministration of the drill/exercise program.

Until the

Recovery

Manager

arrived

at

the

Emergency

Operations

Facility (EOF),

interaction between the Technical Supp'ort Center and the EOF was an exercise weakness.

EOF activation timeliness and the breadth and frequency of ERO training were identified
