Enclosure RE(UEST FOR ADDITIONAL INFORMATION REGARDING PROPOSED REVISIONS TO THE SUSquEHANNA STEAM ELECTRIC STATION TECHNICAL SPECIFICATION RE(UIREMENTS RELATED TO THE TURBINE BUILDING STEAM TUNNEL TEMPERATURE ISOLATION SETPOINT DOCKET NOS. 50-387 AND 50-388 Pennsylvania Power and Light (PP&L or the licensee) requested NRC review and approval of a proposed change to the Technical Specification requirements related to the turbine building steam tunnel temperature isolation setpoint for Susquehanna Steam Electric Station (SSES),
Unit Nos.
1 and 2 by letter of April 18, 1991.
The staff has completed a preliminary review of the licensee's request and based on that review, the staff has identified the following comments and questions for consideration.
The licensee is requested to revise its submittal accordingly.
1.
For completeness, the submittal should make reference to any previous discussions with the staff pertaining to this matter and should include a
summary of the major points of discussion and any conclusions that were reached.
2.
It is not clear why the current margin of 30 degrees is not adequate.
Explain.
3.
Details of the turbine building steam tunnel temperature analysis must be provided for staff review.
Detailed information related to the application of computer codes should also be provided unless the staff has previously reviewed and approved the code for the specific application in question.
In any case, all assumptions used in the analysis should be identified and fully explained.
4.
The licensing basis assumes that leaks from the reactor coolant system (RCS) will be isolated in a short period of time.
The staff has generally accepted RCS leak r ates of up to 25 gpm outside containment for satisfying this condition.
For leak rates that exceed the 25 gpm threshold, a
detailed analysis of the radiological consequences of a coolant leak outside primary containment must be completed and submitted for staff review.
5.
The methodology used in establishing the temperature setpoints must be described in detail, including consideration for instrument errors.
The description should discuss to what extent industry standards were used in establishing the temperature setpoints.
6.
Current operating problems may be indicative of degraded air conditioning/
ventilation performance.
What assurance is there that this is not a contributing factor?
7.
Aside from the automatic isolation function, the ASME Code states certain requirements relative to degraded components and piping.
How is compliance with the ASME Code assured when a crack develops that does not exceed the criteria for automatic isolation?
8.
What effect would the increased temperature setpoint have on environmental qualification of equipment?
