Dear Mr. Keiser:

Subject:

Combined Inspection Report Nos. 50-387/91-03 and 50-388/91-03

An announced

inspection of the radiological controls and ALARAprograms

was conducted at your facility on April 15-19, 1991.

Areas covered in this

inspection included a review of: previously identified items, housekeeping

and

radiological postings, vendor health physics staff qualifications, a review of

your ALARAprogram, and procedures

associated with these areas.

There were several notable attributes of your ALARAprogram.

The station's

collective and average individual personnel exposures

consistently have been

below the U.S. industry average.

Allmajor elements of an ALARAprogram

as described in NUREG/CR 4254 were found in the SSES programs.

The

ALARAorganization appears well sized and positioned with respect to the

maintenance

group.

There is a well developed corporate structure which

provides ALARAassessments,

ALARAdesign reviews, data tracking,

radiation source term evaluations, and ALARAlong range planning.

Noteworthy projects of ALARAbenefit include:

the snubber reduction

program, the station temporary shielding program, the condensate

demineralizer resin heel modification, and the introduction of various remotely

operated vehicles and tooling into high exposure work environments.

Within the scope of the radiological controls inspection, one non-cited

violation was identified.
