This letter refers to the special

NRC Electrical Distribution System Functional.

Inspection

conducted during August

13 through

17 and August 27 through 31,

1990.

The inspection

included

a review of activities authorized

by

NRC License

Nos.

NPF-14 and

NPF-22 for Susquehanna

Steam Electric Station Units

1 and 2.

Areas

examined during the inspection

have

been

documented

in

NRC Combined Inspection

Report Nos. 50-387/90-200

and 50-388/90-200,

which was forwarded to you on

October

15,

1990.

Based

on the results of this inspection,

certain of your activities appear to

be in violation of NRC requirements,

as set forth in the Notice of Violation,

enclosed

herewith

as Appendix A.

We are concerned

about your improper applica-

tion of undervoltage

relays

and your failure to evaluate

the drifting of over

current relays,

undervoltage

relays,

and timers and your failure to reassess

their surveillance intervals.

Drifting of instruments

outside their allowable

calibration range could result in inoperable safety-related

equipment which

would place the plant in an unanalyzed condition.

We are also concerned with

your use of inadequate

test procedures

and inappropriate test methods in your

testing of dc circuit breakers.

The test methods

used were not,representative

of actual

service conditions.

These violations have

been categorized

by Severity Level in accordance

with the

"General

Statement

of Policy and Procedure for NRC Enforcement Action," 10 CFR Part 2, Appendix

C (Enforcement Policy).

You are required to respond to this

letter and in preparing your response,

you should follow the instructions in

Appendix A.
