2. Technical Specifications Limiting Condition for Operation of Emergency Diesel Generator This responds to your September 1,

1990; letter requesting a

Regional Waiver of Compliance in order to allow you to prepare and submit an emergency Technical Specification Amendment request for an extension of the action statement time related to Emergency Diesel Generator availability, and subsequent review and action by the Office of Nuclear Reactor Regulation (NRR).

A copy of your request is enclosed for reference.

After careful consideration of your request, I have concluded that (1) the four day extension of the Action Statement for A.C. Power Source Operability (Technical Specification 3.8.1.1.b) is warranted to process an emergency Technical Specification Amendment request and (2) that the relief granted will not put the plant into an unsafe condition.

A Regional Waiver of Compliance is hereby granted for a four day extension of the Action Statement for A.C. Power Source Operability of Technical Specification 3.8.1.1.b.

The Regional Waiver of Compliance grants relief from the requirements of Susquehanna Units 1

and 2

Technical Specifications 3.8.1.1 with the following provisions.

The emergency Technical Specification Amendment request will be submitted,

reviewed, and acted upon by NRR within the four day extension.

The compensatory actions specified in your waiver request will be implemented throughout the duration of the waiver period.

The above provisions are effective at 12:00 noon on September 2,

1990, and expire at 12:00 noon on September 6,

1990.
