of this office during the period August 13,

1990 - September

at the Pennsylvania

Power 5 Light Company offices in Allentown, Pennsylvania,

at the Susquehanna

Steam Electric Station Units

1 and 2, Berwick, Pennsylvania,

and in the Region I office of activities authorized

by

NRC License

Nos.

NPF-14

and NPF-22.

The results of the inspection

were discussed

with Mr. H.

G. Stanley

and other members of your staff at the conclusion of the inspection

and in

subsequent

telephone calls

on August 23,

1990 and September

13,

1990.

The

purpose of this inspection

was to review the circumstances

surrounding

the

environmental

qualification, operability status

and replacement

of seals

in the

'Standby

Gas Treatment

System

(SGTS)

and

DX Switchgear Cooling Unit Valve

Actuators.

In addition,

the results of an

NRC review of several

Nonconformance

Reports involving electrical

equipment qualified for a harsh

environment are

documented

in this inspection report.

Within the

scope of this inspection,

the

inspector s reviewed records,

procedures,

and documented

licensee corrective

actions.

Based

on this review, it appears

that several

of your activities were not

conducted

in full compliance with NRC requirements.

One potential violation

involves your failure to follow established

procedures

for documenting

nonconforming conditions that affected the operability status of the

SGTS

and

DX Cooling Units prior to replacement

of the unqualified components.

The second

potential violation involves plant operation relying on the

SGTS

and

DX Cooling

Units with unqualified valve actuator

seals.

A third pote'ntial violation

involves the lack of prompt corrective actions related to Nonconformance

Reports

for numerous

Limitorque motor actuators with suspect

harsh environmental

qualification.

I

In addition to these

apparent violations which involved the inoperability of

safety

systems

required to mitigate the consequences

of an accident,

we are

concerned that your processing

of the identified component discrepancies

may

be indicative of a weakness

of your program for resolution of nonconforming

conditions.

Consequently,

we have

scheduled

an enforcement

conference for

September

25,

1990 in the Region I office.

During the conference

you should

to discuss

each of the above

issues

including root cause,

applic-

ability to other

systems

or program areas,

and any required corrective actions.

Emphasis

should

be placed

on your handling of the environmental qualification

of Limitorque motor actuators

including your operability determination,

and

justification for interim operation, initial corrective actions,

and the safety

significance of this issue.

You should also

be prepared

to discuss

the causes

of the potential violations,

and any mitigating factors with respect

to each of

the above

issues.

In accordance

with 10CFR 2.790 of the NRC's "Rules of Practice,"

a copy of

this letter and the enclosures will be placed in the

NRC Public Document

Room.
