This refers to the routine safety inspection
conducted
by Hr. J. Furia of this
office on August 13-17,
1990, of activities authorized
by NRC License
Nos.
and NPF-22 at the Susquehanna
Steam Electric Station,
Units
1
& 2,
and
to the discussions
of our findings held by Hr. J. Furia with Hr.
G. Stanley
and other members of your staff at the conclusion of the inspection.
Areas
examined during this inspection
included transportation of radioactive
materials
and solid radwaste
processing,
as described
in the
NRC Region I
Inspection
Report which is enclosed
with this letter.
Within these
areas,
the
inspection consisted of selective
examinations of procedures
and
representative
records,
interviews with personnel,
and observations
by the
inspector.
Based
upon results of the inspection, it appears
that
one of your activities
was not conducted
in full compliance with NRC requirements,
as set forth in
the Notice of Violation, enclosed
herewith
as Appendix A.
Specifically, since
1984, you have
been
under reporting the activities of most radionuclides
in
your waste
shipments of dewatered
spent resins,
due to improper
sampling
and
analysis of these
wastes,
in violation of 10 CFR 61.55.
Although your staff
identified this problem in Hay,
1990,
we have elected
not to classify this as
a licensee identified violation, due to the long standing nature of the
violation,
and the availability of NRC and industry guidelines
on the
development of appropriate
scaling factors.
You are required to respond to
the Notice of Violation, and in preparing your response,
you should follow the
instructions in Appendix A.
The responses
directed
by this letter and the accompanying
Notice are not
subject to the clearance
procedures
of the Office of Hanagement
and Budget
as
required
by the Paperwork Reduction Act of 1980,
PL 96-511.
