The inspection

covered plant

operations,

surveillance,

engineering

and maintenance .for both units.

At the

conclusion of the inspection,

and other members of your staff.

The

NRC is concerned

that several

recent

events

indicate that your organization

may not have

been aggressively

pursuing engineering

issues

that involvI conditions

potentially outside the plant design basis.

The

NRC expects its licensee's

to

perform prompt operability and reportability evaluations

on such issues.

Followup

efforts to justify the conclusions

and resolve the issues

must

be aggressively

pursued.

The time required to complete

these

determinations

should

be com-

mensurate

with their potential

safety significance.

We understand

that you

have

convened

a task group to review your treatment of engineering

issues

and

propose

appropriate

improvements

to assure

that operability, reportability,

and

corrective action determinations

are promptly completed

and expeditiously

justified.

Your corrective actions will be reviewed during

a future

NRC

inspection of your licensed activities.
