Regional Waiver of Compliance Related to the Emergency Diesel Generator Fuel Storage System for the "E" Diesel Generator This responds to your July 27, 1990 letter requesting a Regional Waiver of Compliance in order to allow continued operation of Units 1 and 2.

A copy of your request with attachments is enclosed for reference.

After careful consideration of your request, I have concluded that (1) the proposed 24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> extension of the Action Statement for A.C.'ower Source Operability (Technical Specification 3.8. 1. 1) is warranted based on the actions taken to restore "E" diesel generator to an operable status by replacing the unsatisfactory fuel oil, and (2) that the relief granted will not put the plant into an unsafe condition.

A Regional Waiver of Compliance is hereby granted for the 24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> extension of the Action Statement for A.C. Power Source Operability of Technical Specifica-tion 3.8. 1. l.b.

The Temporary Waiver of Compliance grants relief from the requirements of Susquehanna Urits 1 and 2 Technical Specifications 3.8. 1. 1 with the following provisions.

The results of the replacement fuel oil supply shall be obtained within the 24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> extension and comply with the requirements of Technical Specification 4.8.1.1.2.c.

2.

The "E" diesel generator shall be returned to an operable status in accordance with Technical Specification 3.8. 1. 1 and the Action Statement of Technical Specification 3.8. 1. 1.b shall be exited prior to exceeding the 24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> extension.

The Waiver will expire upon, declaring the "E" diesel

operable, at any time during the 24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> extension upon determining the "E" diesel cannot be restored within the 24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> extension, or upon expiration of th'e 24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> extension.

The above provisions are effective at 1300 hours0.015 days <br />0.361 hours <br />0.00215 weeks <br />4.9465e-4 months <br /> on July 28, 1990 and expire at 1300 hours0.015 days <br />0.361 hours <br />0.00215 weeks <br />4.9465e-4 months <br /> on July 29, 1990.
