UNREVIEWED SAFETY CONCERNS RELATED TO DIESEL GENERATORS'NLET AIR MODIFICATION, SUSQUEHANNA STEAN ELECTRIC STATION, UNITS 1

AND 2 (TAC NOS. 75920 and 75921)

By letter dated June 7, 1990, you requested our approval to install a modification

'o Susquahanna Steam Electric Station's (SSES) diesel gen'erators.

The proposed modification would control the combustion air inlet temperature to a range recommended by the manufacturers.

You indicated that two portions of the control equipment are not qualified items and are temporarily installed until qualified equipment can be procured.

You expect the qualified equipment to be in place by the end of 1990.

You further indicated that installation of commercial (non-qualified) equipment could create new failure mechanisms and could have higher probability of failure than that associated with the original design.

Consequently, the proposed modifications give rise to an unreviewed safety concern.

We have evaluated the impact of the failures of new valves and the failures of the associated commercial grade components, and conclude that the overall safety function of the diesel generators is not compromised provided that the

'qualified equipment is in place by the end of 1990.

Our safety evaluation supporting our conclusion is enclosed.
