APPENDIX A NOTICE OF VIOLATION Pennsylvania Power and Light Company Susquehanna Unit 1

NPF-14 During an NRC inspection conducted on March 18, 1990 April 28,
- 1990, one violation of NRC requirements was identified.
In accordance with the "General Statement of Policy and Procedure for NRC Enforcement Actions",
(NRC Enforcement Policy), the violation is listed below:
10 CFR Part 50 Appendix B, Criterion XVI, Corrective Action, and the Susquehanna Quality Assurance Program require that measures
.be established to assure that conditions adverse to quality, are promptly identified and corrected, including corrective action taken to preclude repetition.
Contrary to the above, when on August 9 and September 10,
- 1989, the licensee failed to make timely event notifications for engineered safety features (ESF) actuations; the subsequent corrective actions taken,to preclude repetition were ineffective.
A similar ESF actuation of the Unit 1, Zone III, ventilation exhaust damper occurred on April 17, 1990 and the licensee did not identify and report the event for over 5 days.
This is a Severity Level IV Violation (Supplement I).
Pursuant to the provisions of 10 CFR 2.201, Pennsylvania Power and Light is hereby required to submit to this office within 30 days of the date of the letter transmitting this Notice, a written statement or explanation in reply, including:
( 1) the reason for the violation if admitted; (2) the corrective steps which have been taken and the results achieved; (3) the corrective steps which will be taken to avoid further violations; and (4) the date when full compliance will be achieved.
Where good cause is shown, consideration will be given to extending this response time.
