INVITATION TO COMMENT ON RISK-BASED INSPECTION GUIDE FOR SUSIlUEHANHA STEAtii ELECTRIC STATION HIGH PRESSURE COOLANT INJECTION SYSTEM As part of tIRC's continuing efforts to use insights from probabilistic risk assessments (PRAs) to focus inspection activities at nuclear power reactors, the Risk Applications Branch is developing risk-based inspection guides (RIGs) for use by NRC inspectors.

Inspectors who have used previous RIGs have asked for more detail about -the probable causes of the component failures that the PRAs show to be most significant to risk.

The enclose'd draft RIG for the Susquehanna high pressure coolant injection (HPCI) system is our first attempt to provide our inspectors with this additional detail.

It incorporates digests of industry-wide and plant-specific operating experience in addition to the PRA insights and plant-specific design information contained in previous RIGs.

Because it is to be the prototype for similar documents at other reactors that do not have PRAs, this document draws risk insights primarily from a review of many BMR PRAs, rather than specifically from Susquehanna's PRA.

During our visit to PP&L headquarters in Allentown, Neil Coddington, Ray Harris, and several other members of the PPSL staff were quite helpful in providing the design data, procedures, and other information necessary to produce the enclosed draft.

They expressed an interest in seeing the draft, and we would be interested in any comments they care to make.
