The enclosed
report documents
a routine safety inspection
conducted
by
inspectors
of this office on December
24,
1989 - February
10,
1990, at the
Susquehanna
Steam Electric Station
(SSES),
Salem Township, Pennsylvania.
The
inspection
covered plant operations,
surveillance,
and maintenance
for both
units.
An Alert was declared
on February
3 due to a loss of shutdown cooling with
reactor coolant temperatures
exceeding
200 degrees
F.
This event is reviewed
in more detail in Special
Inspection
Report 50-387/90-05;
50-388/90-05.
Two automatic reactor
occurred during this period as
a result of failures
in the offsite electrical distribution system.
Although the two failures were
not from the
same
cause,
improvements
in the reliability of the offsite power
sources
should
be considered
in order to minimize unnecessary
challenges
to
plant safety
systems.
This letter acknowledges
NRC receipt of your response
to the Notice of Violation
issued
on
May 12,
1989, for NRC Inspection
50-387/89-01.
The violations concerned
an excessive
reactor vessel
cooldown event which occurred
on January
12,
1989.
In your June
12,
1989 response,
you contested
item A.2 of the Notice which
involved failure to reduce control rod drive flow following the plant trip.
Further
NRC review of this event confirmed that operators
followed the emergency
operating
procedure
(EOP) during the event.
Therefore,
item A.2 of the Notice
has
been withdrawn.
Nevertheless,
you have identified
EOP revisions that are
necessary
to assure
that
CRD flow will be reduced in a more timely manner.
I
am concerned that these
changes
have not yet been
made.
The implementation of
these
changes,
as well as other corrective actions
documented
in your June
12,
1989 letter, will be reviewed during
a subsequent
inspection of your licensed
activities.
