During the week of January

22,

1990,

the

NRC conducted

a requalification pro-

gram evaluation at the Susquehanna

Steam Electric Station.

The evaluation

was

conducted

in accordance

with NUREG-1021,

Operator Licensing

Examiner Standards,"

Revision 5, section

ES-601,

"Administration of NRC Requalification

Program

Evaluations."

The evaluation

had two purposes:

(1) to evaluate

individual li-

censed

operator

competency;

and (2) to evaluate

the effectiveness

of the licensed

operator

training program.

At the conclusion of the evaluation,

findings related

to the preparation

and administration of the requalification examinations

were

discussed

with those

members of your staff identified in the enclosed

report.

As

a result of this evaluation,

the Susquehanna

requalification program

has

been determined

to be satisfactory.

The five crews that participated

in the

examinations

performed satisfactorily

on the simulator portion of the examina-

tion.

Based

on

NRC grading, all

10 senior reactor operators

examined

passed

all portions of the examination.

Two reactor operators failed the simulator

portion.

The remaining eight reactor operators

that were examined

passed all

portions of the examination.

You are expected

to complete

remedial training

for the two reactor operators

that did not pass

the examination.

In accordance

with 10 CFR 2.790 of the Commission's

regulations,

a copy of

this letter and the enclosed

report will be placed in the

NRC Public Document

Room.
