DISCRETIONARY ENFORCEMENT RELATING TO SURVEILLANCE TEST 4.5.1.c.2 FOR HPCI AND 4.7.3.c.2 FOR RCIC RE:

SUSQUEHANNA STEAM ELECTRIC STATION, UNIT 2 This letter confirms the telephone conversation of November 17, 1989 between Mr. Jerry Blakeslee and others of your staff and Mr. Paul Swetland, Region I and Dr. Walter Butler, NRR, granting your request for one-time enforcement discretion to allow you to prepare and submit an Emergency Technical Specification Amendment request and subsequent action by the Office of Nuclear Reactor Regulation.

Specifically, this action grants relief from Susquehanna, Unit 2 Technical Specifications Surveillance requirements 4.5.l.c.2 and 4.7.3.c.2 related to full flow test requirements of the high pressure coolant injection system (HPCI) and reactor core isolation cooling system (RCIC) respectively, with 150 psig steam to the turbine.

This relief will allow you to increase reactor pressure to enable you to perform surveillances of HPCI and RCIC at a pressure of 920 - 1060 psig.

All other Technical Specifications remain in effect.

This discretion is based on satisfactorily completing the tests of HPCI and RCIC at 920 - 1060 psig, confirming that the HPCI and RCIC system performance has not been

degraded, and receipt of the Emergency Technical Specification Request regarding the 150 psig test of HPCI and RCIC on or before November 20, 1989.

Upon meeting the three requirements listed above, this discretion will remain in effect until the Office of Nuclear Reactor Regulation acts upon the Emergency Technical Specification Amendment Request.
