This refers to the inspection
conducted
by Mr. J.
Lyash and others of this
office on October
16 to October 20,
1989, at the Susquehanna
Steam Electric
Station.
The inspection consisted of observation
of activities, interviews
with personnel
and document reviews.
The three general
areas
evaluated
during
the inspection
were your use of probabilistic risk assessment
to enhance
plant
operations,
development of a plant reliability analysis
program
and corrective
actions instituted in response
to previously identified
NRC concerns.
In'general,
the team noted your considerable
progress
in establishing
a risk
assessment
and management
program for Susquehanna.
The program reflects your
management
commitment
and
sound safety perspective
in the operation of the
station.
Our inspection also noted conditions requiring aggressive
attention
such that deficiencies,
interim measures
do not
adversely affect continued
safe operation.
We encourage
your continued efforts
in this area,
particularly with -egard to the schedule for implementation of
risk beneficial modifications
and procedural
enhancements.
In accordance
with 10 CFR 2.790 of the NRC's "Rules of Practice,"
a copy of
this letter will be placed in the
NRC Public Document
Room.
