Enforcement Discretion Regarding Steam Leak Detection Differential Temperature Instruments This letter confirms the telephone conversation of October 18,
- 1989, between Mr. Byram and others of your staff, and Mr. Linvilie of my staff, granting your request for one-time enforcement discretion to allow your preparation and submittal of an Emergency Technical Specification Amendment Request and the subsequent action by the Office of Nuclear Reactor Regulation.
Specifically this action grants relief from Susquehanna Unit 1 and 2 Technical Specification Limiting Conditions for Operations 3.3.2(b) and (c) related to the steam leak detection isolation activation instrumentation described in Table 3.3.2-1 items 3g, 4c, 5e, 5g, and 6h.
All other Technical Specifications remain in effect.
This discretion is based upon receipt by Region I of the Emergency Technical Specification Amendment Request regarding the Steam Leak Detection Differential Temperature Instrumentation on October 19, 1989.
This discretion will remain in effect until the Office of Nuclear Reactor Regulation acts upon the Emergency Technical Specification Amendment Request.
