This letter refers to the routine safety inspection'onducted
by
Mr. A. L. Della Greca of this office on August 21-25,
1989 at your corporate
offices in Allentown, Pennsylvania
of the activities authorized
by
NRC License
Nos.
NPF-14 and NPF-22 and to the discussions
of our findings held by
Mr. Della Greca with members of your staff at the conclusion of the inspection.
The areas
examined during this inspection
are described
in the
NRC Region I
Inspe'ction
Report which is enclosed with this letter and included your corrective
actions resulting
from 12 equipment qualification related violations and unre-
solved items applicable to both of the Susquehanna
Units.
Within these
areas,
the inspection consisted
of selective
examinations of procedures
and representative
records,
interviews with personnel,
and observations
by the inspector.
Your
corrective actions for the six violations and for the six open
items were 'found
to be acceptable
and the issues
are closed.
We also reviewed your response
to ou} Notice of Violation II.A.2, regarding
qualification of Target
Rock solenoid valves, that was transmitted with our
letter of September
19,
1988,
and the related information provided with your
letter of November 28,
1988.
After careful consideration
of the finding and of
your response
and supporting data
we have concluded that the deficiency identi-
fied does constitute
a violation of 10 CFR 50.49
and sufficient basis
was not
provided for withdrawal of the violation.
Also, there is no immediate
concern
regarding the qualified life of the Target
Rock solenoid valves,
but your
calculations to justify extending their qualified life were determined to be
inadequate.

3.8 and 4.0 of the enclosed report.)
