A routine radiological controls inspection
was conducted
by Mr. R.
L. Nimitz
at the Susquehanna
Steam Electric Station,
Units
1 and 2,
on May 15-19,
1989.
The inspection
concentrated
on reviews of radiological controls during the
Unit
1 outage.
The findings of the inspection
were discussed
with Mr. B.
Byram.
Within the scope of this inspection,
one violation was identified.
The
violation involved release
of contaminated
material
from -the Controlled
Zone
and is discussed
in the enclosed
Although this matter
was licensee identified,
we believe that the violation is similar in nature to
a previous licensee identified violation discussed
in the enclosed
report.
This latter violation was not cited because
the criteria specified in Section
V.G. of the
NRC Enforcement Policy were met.
.We have elected to cite the
recent violation because
all criteria were not met.
The basis for this
decision is discussed
in the enclosed
report,
We are
aware of the long terms actions
you have taken
and are currently
undertaking to minimize the potential for release
of contaminated
material
from the Controlled Zone.
However, additional short term actions to
strengthen
release
of material
from the Main Control Points
appears
warranted.
You are required to respond to the enclosed
Notice of Violation in accordance
with the instructions
contained therein.
