The enclosed
report
documents
a routine safety inspection
conducted
by inspec-
tors of this office on April 9,
1989 -
May 20,
1989,
at the
Susquehanna
Steam
Electric Station
(SSES),
Salem
Township,
The inspection
covered
plant operations,
surveillance,
maintenance,
and refueling activities for both
units.
At the
conclusion
of the
inspection,
Mr. G. Barber
and
Mr. J. Stair
summarized
the
inspection
findings to Mr.
R.
Byram and other
members
of your
staff.
The
inspector
noted
that
a surveillance
which
was
required
for moving irra-
diated
fuel
and/or
was
not
performed
due to 'the fai lure to
include all of the technical
specifications
(TS) requirements
concerning appli-
cable
operational
conditions into the surveillance
procedure.
A similar event
occurred
in 1987 involving surveillance
frequencies
when it was discovered
that
a surveillance
was not performed at the required
frequency
because
the appli-
cable
TS requirements
in the surveillance
procedure
were incorrect.
Corrective
action alleviated
the deficient condition.
However,
the action taken
was nar-
row in
scope
and
did not evaluate
this
problem
from
a
broader
programmatic
viewpoint.
This
item is unresolved
pending
licensee
programmatic
review,
and
will be reviewed in a future
NRC inspection.
