TECHNICAL SPECIFICATION CHANGES RELATED TO RADIATION MONITORING INSTRUMENTATION (TAC NOS.

68662 AND 68663)

RE:

SUSQUEHANNA STEAM ELECTRIC STATION, UNITS 1

AND 2 As discussed with your staff on March 31, 1989, we have completed our review of your April 6, 1988 request for changes to Susquehanna

.Steam Electric Station (SSES)

Units 1 and 2 Technical Specification 3/4.3.7.1 (Action 70) requirements.

Our review indicates that of the present requirements in the SSES Technical Specifications are identical to the requirements specified in the General Electric Standard Technical Specifications, and has remained the same since the issuance of the license for Unit 1 in 1982.

In addition, we note that the subject requirements in the Standard Technical Specification continue to be incorporated in the Technical Specifications of a number of licensed BWRs similar to SSES Units 1 and 2.

Therefore, inspite of your view that the subject Technical Specification constitutes an "unwarranted requirement,"

the concerns expressed in your application are generic and can only be dealt with on a multiplant action basis.

Generic Technical Specification issues presently being worked with the BWR Owner's Group (BWROG) include gener ic changes related to the Radiation Monitoring Instrumentation technical specifications.

Therefore, the BWROG is the appropriate forum in which to consider your allegation that the subject Technical Specifications constitute "unwarranted requirements."

Accordingly, we are returning herewith your April 6, 1988 application.

This completes our action on your April 6, 1988 application.
