Dear Mr. Keiser:

SUBJECT:

FIFTH DIESEL GENERATOR (TAC NOS. 60923 AND 60924)

RE:

SUSQUEHANNA STEAM ELECTRIC STATION, UNITS 1 AND 2 This is in response to your letter dated March 24, 1988.

In that letter you proposed an alternate method of control room indication of substitution of the fifth (E) diesel generator for any other diesel generator (A, B, C, or D).

Your alternate method will consist of administrative procedures including the use of magnetic tags indicating E diesel generator substitution.

You indicated that your commitment to modify the design of the control room annunciators to provide separate indications would cost

$530,000.

You considered such a cost to be excessive, and would therefore prefer to use the administrative method of providing control room indication of E diesel generator substitution.

Our primary objective in requiring a control room indication was to assure that the control room operators will have the information needed to dispatch personnel to the proper diesel generator, in the event of a,trouble.

Since your administrative procedures were previously approved by the staff and will adequately achieve the staff's objectives, we have no objection to the revision proposed in your March 24, 1988 letter.

I Sincerely,

/S/,

I Mohan C. Thadani, Project Manager Project Directorate I-2 Division of Reactor Projects I/II
