B Criterion VII requires

that measures

shall be

established

to assure

that purchased

material conform to procurement

documents.

These

measures

shall include provisions for objective evidence

of the quality furnished

and examination of products

upon delivery.

Documentary

evidence

that the material conforms to the procurement

requirements

is required prior'o the use of the material.

Pennsylvania

Power and Light Company

(PP&L) Procedure

NDI-QA-2.4,7,

"Procurement

of Quality Materials

and Services," requires

confXrmation of

materials prior to use.

Fuel purchase

orders specify No.

2 diesel fuel oil that must meet

ASTM

. Specification D-975 and D-2274.

These specifications

require testing for

flashpoint, cloudpoint, water and sediment',

carbon residue,

ash

distillation, viscosity, sulfur, corrosion

and cetane

number.

Contrary to the above

on September

30,

1988,

PP&L was receiving emergency

diesel generator fuel without evidence of testing for the type and quality

of the fuel furnished for all of the foregoing attributes of the ASTM

specifications.

RESPONSE

(1)

Corrective Actions Which Have Been Taken and the Results Achieved:

PP&L conducts surveillance

sampling for viscosity, water and

sediment,

insolubles

and oxidation stability every

92 days

and from

each

tank truck upon delivery in accordance

with our Technical

Specifications.

No violations to the Technical Specifications

were

identified in the samples

collected in November

1988.

Corrective Ste s Which Will be Taken to Avoid Further Violations:

  • "

PP&L Susquehanna

Plant Staff Chemistry Group will establish

an

interface with the

PP&L System Chemistry Laboratory to conduct

testing

on No.

2 diesel fuel oil.

The System Chemistry Laboratory

will test

each delivery of fuel oil for flashpoint,

cloud point,

carbon residue,

ash, distillation, sulfur, and cetane

number.

It

should be noted that this testing is .not necessarily

per the

suggested

methods of ASTM D-975, but may'tilize recognized

alternative

ASTM methods for some of the tested

parameters.

In addition,

a one-time

sample of fuel oil from each of the five

on-site

emergency diesel fuel oil storage

tanks will be taken by

December

31,

1988,

and analyzed for the above noted properties.

PP&L

believes that this additional testing further ensures

the existing

quality andreliability of the fuel oil supply for the emergency

diesel generators.

PP&L will evaluate

the effects, if any, of the corrosion property of

No.

2 diesel fuel oil on the

emergency diesel generators'eliability

and operability.

A determination will be made whether or not to

implement testing for this property.

Also, several additional long

term options for performance

of and compliance

to emergency diesel

fuel oil testing are being evaluated.

Based

on the results of these evaluations

a detailed

program for long

term compliance

and

a revised procurement specification will be

established,

as necessary.

The long term program for specification

and confirmation of

compliance for emergency diesel fuel oil purchases will be

established

by March 1,

1989.

PP&L will be in full compliance at

that time.
