TO "NOTICE OF VIOLATION AND PROPOSED IMPOSITION OF CIVIL PENALTY" (NRC Inspection Nos. 50-387/86-21, 50-388/86-22, 50-387/86-25 and 50-388/86-28)

The NRC staff has reviewed your letter dated October 19, 1988, in response to the Notice of Violation and Proposed Imposition of Civil Penalty sent to you with a letter dated September 19, 1988.

The letter and Notice described three violations identified during NRC inspections conducted on September 15-19, 1986 and November 17-21, 1986.

In your response to the Notice, you (1) provided a check for $50,000 in full payment of the civil penalty; (2) admitted the two examples of the violation for which a civil penalty was proposed (Violation I in the Notice); (3) denied one of the two examples of the second violation for which the civil penalty was not proposed (Example 2 of Violation IIA); and (4) admitted the third violation for which a civil penalty also was not proposed (Violation IIB).

With regard to the violation example that you have denied, the NRC Region I staff discussed this issue in a phone conversation with your staff on November 14, 1988.

Your staff agreed to send information to Region I to support your position that there was sufficient information. in the qualifi-cation file for Target Rock Solenoid Valves to estabTish the environmental qualification of these valves at the time of the NRC inspection without the need for additional analyses.

This information was sent to Region I in a letter dated November 28,

1988, Upon completion of the review of this information you will be notified of the results.

The corrective actions set forth in your October 19, 1988 responses has been

reviewed, and no further response is required.

The implementation of these actions will be reviewed during a future inspection.
