Docket No. 50-388 Mr. Harold W. Keiser Senior Vice President-Nuclear Pennsylvania Power and Light Company 2 North Ninth Street Allentown, Pennsylvania 18101

Dear Mr. Keiser:

SUBJECT:

RESPONSE

TO NRC BULLETIN 88-04 (TAC NOS.

69981 AND 69982)

RE:

SUSqUEHANNA STEAM ELECTRIC STATION, UNITS 1 AND 2 On May 5, 1988, the NRC staff issued NRC Bulletin 88-04, "Potential Safety-Related Pump Loss."

The bulletin requested the evaluation of all safety-related pumps for 1) pump-to-pump interaction during miniflow operation that could result in dead-heading of one or more of the pumps and 2) the adequacy of the minimum flow bypass lines with respect to damage resulting from operation and testing in the minimum flow mode.

The bulletin also requested that within 60 days of receipt of the bulletin, licensees provide a

written response that (a) summarizes the problems and the systems

affected, (b) identifies the short-term and long-term modifications to plant operating procedures or hardware that have been or are being implemented to ensure safe plant operations, (c) identifies an appropriate schedule for long-term resolution of this and/or other significant problems that are identified as a

result of this bulletin, and (d) provides justification for continued operation particularly with regard to General Design Criterion 35 of Appendix A to Title 10 of the Code of Federal Regulations (10 CFR Part 50),

"Emergency Core Cooling" and 10 CFR 50.46, "Acceptance Criteria for Emergency Core Cooling Systems for Light Water Nuclear Power Reactors."

Additionally, the staff requested that within 30 days of completion of the long-term resolution actions, that licensees provide a written response describing the actions taken.

By letter dated July 11, and October 31, 1988, you responded to Bulletin 88-04.

Your response adequately provided the information requested in a, b, c, and d

above.

Your response indicated that the minimum pump flows are adequate to prevent short-term

damage, but the evaluation of the long-term effects is continuing at the vendors facilities.

We wish to remind you of the staff request that you provide us within 30 days of completion, the results of the long term evaluations and schedules of any resultant changes.

Sincerely,

/S/
