SUSQUEHANNA STEAM ELECTRIC STATION, UNITS 1

AND ?

We have completed our review of your April 6, 1987 letter which provided your proposals to comply with the requirements of 10 CFR 50.62, "Anticipated Transients Without Scram" (ATWS).

Based on our review, we have concluded that the analyses presented in your April 6, 1987 submittal and the revision 39 of the Susquehanna Steam Electric Station (SSES)

Final Safety Analyses Report (FSAR) demonstrate that the designs of the Alternate Rod Injection (ARI) System, Standby Liquid Control

System, and Reactor Pump Trip (RPT) are in compliance with the ATWS rule, and are therefore acceptable.

Our finding is based on the following:

1.

You will verify by a test that the ARI function time is within the design limit; 2.

Within approximately 6 months from the date of this letter, Technical Specification changes will be proposed to limit the minimum sodium pentaborate concentration to 13.6 weight percent to assure SLCS adequacy; and

3.

Technical Specification changes will reflect future staff guidance relative to RPT capability.

Our Safety Evaluation supporting our conclusions is enclosed.
