SUBJECT:
PROPOSED TECHNICAL SPECIFICATION CHANGES TO SUPPORT ALTERNATIVE POST ACCIDENT MONITORING By letter dated February 9, 1987, you requested some changes to the Susquehanna Steam Electric Station, Units 1 and 2 Technical Specifications to permit you to use an alternate sampling method for monitoring hydrogen and oxygen in the containment following an accident.
The staff had reviewed your request and informed your staff that the monitoring instruments in question were covered by Category 1 design and qualifications criteria of our Regulatory Guide 1.97, Rev. 3.
Since the alternative proposed did not meet the Category 1 design and qualification criteria, your staff was informed that the request could not be approved.
Your staff indicated that you wi 11 explore other options and provide additional information supporting the basis of your request.
Since we did not receive any additional information promised by your staff, and since your original request remains inactive, we again contacted your staff on March 22, 1988 to inform you that we will be returning your February 9, 1987 request for revision and resubmittal at a later date when you have the necessary information to support your request.
Accordingly, your February 9, 1987 request is being returned.
