65020 AND 65021)

RE:

SUSQUEHANNA STEAM ELECTRIC STATION, UNITS l AND 2 This is in response to your letter dated February ll, 1987 proposing changes to Susquehanna Steam Electric Station (SSES)

Units I and 2 Technical Specifi-cations related to Reactor Protection System instrumentation and End-Of-Cycle Recirculation Pump Trip instrumentation.

The staff has reviewed your request and agrees with your concern that the wording in the Technical Specifications is unduly complicated and that a

possibility for misinterpretation exists.

We believe, however, that this is a

generic problem which is not unique to SSES Technical Specifications.

It is the staff policy that consistency in NRC requirements should be maintained and such changes as the ones you have proposed be handled as a part of the Commission's short term technical specification improvement program.

Accordingly, we have requested the staff to review your concerns on a generic

basis, using SSES as a lead plant, and recommend a consistent approach to all applicable plants.

The staff recommendation will then be transmitted to you for plant specific implementation.
