SUBJECT:

SUSQUEHANNA STEAM ELECTRIC STATION UNITS 1 AND 2 - TECHNICAL SPECIFICATION CHANGE REQUEST DATED JANUARY 31, 1985 (REVISED MAY 3, 1985)

In the subject request, you proposed several changes to the Technical Speci-fications for the automatic depressurization system (ADS) for Susquehanna, Units I and 2.

Your request was based on General Electric Company (GE) Topical

Report, NEDC-30936P, "BWR Owner's Group Technical Specification (TS) Improve-ment Methodology", which is currently under staff review.

The staff's review of Topical Report NEDC-30936P is part of an ongoing effort related to the TS improvement program.

The methodology used in that Topical Report is based on the methodology discussed in two other Topical Reports, NEDC-30844 and NEDC-30851P, related to the TS improvement for BWR reactor protection systems.

The topical report reviews, which involve NRC contractors and NRC staff assigned to the TS improvement program, have proved to be very time consuming and have taken a substantial amount of staff resources to resolve the issues raised in these reports.

A substantial amount of work remains to be done before an acceptable methodology can be developed in a form which can be used in plant specific applications.

For the reasons stated

above, we wish to inform you that we do not expect to resume our review of your proposed changes to the Technical Specifications, as cited above, in the foreseeable future.

In view of this situation, we recommend you withdraw your application of January 31, 1985.

Upon completion of our reviews of the associated topical reports cited above, you may resubmit your application taking into account the various findings we made in our evaluation.
