APPENDIX A NOTICE OF VIOLATION Pennsylvania Power and Light Company Susquehanna Unit 1

NPF-14 As a result of the inspection conducted on December 16, 1985 - February 2, 1986 and in accordance with NRC Enforcement Policy (10 CFR 2, Appendix C),
published in the Federal Register on March 8, 1984 (49 FR 8583),
the following violation was identified:
Technical Specification 4.7.2.d.2 requires, at least once per 18 months, that each Control Room Emergency Outside Air Supply Subsystem (CREOASS) be demonstrated operable by verifying that on an isolation signal, the subsystem automatically switches to the isolation mode of operation and the isolation dampers close within eight seconds.
Contrary to the above, between February 1984 and January 9,
- 1986, a
period in excess of 18 months, CREOASS isolation dampers HD-07814A/B and HD-07812A/B, had not been verified to close within the required time following an isolation signal.
Pursuant to 10 CFR 2.201, Pennsylvania Power and Light Company is required to submit to this office, within 30 days of the date of the letter which trans-mitted this Notice, a written reply, including: (1) the corrective steps taken and results achieved; (2) corrective steps to be taken to prevent recurrence and (3) the date by which full compliance will be achieved.
Where good cause is shown, consideration will be given to extending this response time.
