W. Curtis (PPSL) to A. Schwencer (NRC) (Reference 1), your staff submitted a proposed Inservice Inspection
( ISI)
Program for the first 10-year inspection interval of Susquehanna Unit 2.
The NRC staff is evaluating this program.
The staff will also use this material to review the sample of welds selected for examination and requests for relief from examinations required by Section XI, 1980 Edition, Winter 1981 Addenda of the ASME Boiler and Pressure Vessel
- Code, along with the required portions of Section XI, 1974 Edition, SummeJ 1975 Addenda that apply to the Residual Heat Removal, Emergency Core Cooling, and Containment Heat Removal systems.
If there are any additional relief requests or supporting information that you wish to be con-
- sidered, please provide the staff with copies.
If they have previously been furnished to the NRC, please document by reference.
The staff is also continuing its review of the Unit 1 program to the 1980 Code Edition, Winter 1980 Addenda, based on the additional information and relief requests submitted on December 19, 1984, from N.
W. Curtis (PP8L) to A.Schwencer (NRC) (Reference 2).
The following questions address the programs for the two units and the specific relief requests.
ISI PROGRAM l.
In order to complete the review of the Unit 2 ISI Program and all relief
- requests, a full set of weld isometrics and component lists for Class 1, 2, 3 and support systems (comparable to the set previously supplied for Unit 1) is required.
Please identify any differences (in addition to designating the Unit) between these documents (isometrics and lists) for the two units.

In regard to P8 IDs applicable to Unit 2:
(a)
Please identify the differences, other than unit designation, between the sets of PSIDs for the two units.
(b)
ISI-M-100-1, furnished with the U'nit 1 PSIDs, lists PSIDs ISI-M-186, ISI-M-2111, and ISI-M-2112 as applicable to both Units 1 and 2.
Please verify that this is still true.
(c)
ISI-M-134, "Diesel Auxiliaries" was among the PSIDs listed for Unit 1, but was not included with the Unit 2 P&IDs.
Is this PE ID valid for Unit 2 as well as Unit 1?
RELIEF RE UESTS 3.
Relief Requests IRR-10 (Unit 1) and 2RR-8 (Unit 2) Class 1 Pressure-Retaining Welds in Piping Examination Selection, Category B-J:
For Category B-J welds, when the option to determine the extent of examina-tion using the 1974 Edition, Summer 1975 Addenda (10 CFR 50.55a(b)(2)(ii))
is exercised, the extent of examination should be taken form Table IWB-2600 and the schedule from IWB-2420(c).
Requirements other than extent and schedule are to be taken from Table IWB-2500-1 of the applicable Code version (the 1980 Edition, Winter 1980 Addenda for Unit 1, and Winter 1981 Addenda for Unit 2).
PPAL proposed to use the 1980 Code for the examination schedule and method.
In addition, you proposed to use weld selection criteria similar to the 1980
- Code, even though you had previously stated that you are using the 1974
- Edition, Summer 1975 Addenda of the Code.
(a)
You should select either the ASME Section XI 1974 Edition, Summer 1975
- Addenda, or the ASME Section XI 1980 Edition, with appropriate Addenda for both extent and schedule of examination for Category B-J welds.
You should advise the staff of your intent.
(b) If your proposed weld selection criteria differ from the Code you
- selected, you should provide justification that your proposal is equivalent or superior to the Code requirements.
(c)
You should submit a revised relief request from the requirements of the selected Code, including a list of B-J welds to be examined this interval, for which scan limitations have been identified using the best information available at this time.

Relief Requests 1RR-3 (Unit 1) and 2RR-3 (Unit 2), Class 2 Pressure-Retaining Welds in Piping, Category C-F/C-G:
Mr. Harold W. Keiser Even though PP8L is formally asking to update only Paragraphs IWC-1220 and IWC-2411(e) from the 1974 Edition, Summer 1975 Addenda, your ISI submittals indicate that you are in fact requesting to update to the entire C-F requirement of the 1980 Edition, Winter 1980 Addenda (Unit 1),
and Winter 1981 Addenda (Unit 2) with some important exceptions regarding the extent of examination.
Included in these requests are welds within the Emergency Core Cooling (ECC)
- System, the Residual Heat Removal (RHR) System, and the Containment Heat Removal (CHR) System.
The regulation (10 CFR 50.55a(b)(2)(iv)(A)) is specific in its requirement that C-F welds in RHR,
- ECC, and CHR systems be examined to the 1974 Code, Summer 1975 Addenda.
The regulation offers the option of using the later Codes for C-F welds outside those systems (10 CFR 50.55a(b)(2)( lv)(B)).

You should confirm the use of the 1974 Edition, Summer 1975 Addenda for welds in the

- systems, you should inform the staff which Code you intend to use.
(c) If relief for specific welds will be required for any C-F welds, you should submit a revised relief request for the applicable unit.

Relief Request 2RR-5 (Unit 1), Class 1, Full Penetration Welds of Nozzles in Vessels, Category B-D:
In response to a question about a similar request in Unit 1, (Reference 2) i.e.
IRR-7, you stated that 50 to 60% 'of the welds not completely accessible to automated ultrasonic examination could be examined manually.
Is this statement eaually applicable to 2RR-5 for Unit 2?
