Cook Nuclear Plant (CNP) Unit 1 and Unit 2, hereby requests a license amendment to revise the CNP Emergency Plan. Specifically, l&M proposes to update the Emergency Action Levels (EALs) used at CNP from the current scheme based on Nuclear Management and Resources Council (NUMARC) and National Environmental Studies Project (NESP) NUMARC/NESP-007, "Methodology for Development of Emergency Action Levels" dated January 1992, to a scheme based on Nuclear Energy Institute (NEI) 99-01, Revision 6, " Development of Emergency Action Levels for Non-Passive Reactors." 10 CFR 50, Appendix E, Section IV.B.2 . states that a licensee desiring to change its entire EAL scheme shall submit an application for an amendment to its license and receive U. S. Nuclear Regulatory Commission (NRC) approval before implementing the change. l&M has evaluated the proposed changes in accordance with 10 CFR 50.92 and concluded that they involve no significant hazards consideration.

Enclosure 1 to this letter provides an affirmation statement pertaining to the information contained herein. Enclosure 2 provides l&M's evaluation of the proposed revision to the EALs. Enclosures 3 through 7 provide the following supporting information:

CNP EAL Technical Basis Manual (NEI 99-01, Revision 6, mark-up) with pages marked to show the proposed changes, CNP Technical Basis Manual clean pages with proposed changes incorporated, the NEI 99-01, Revision 6, EAL Comparison Matrix for CNP, wall boards for proposed CNP-EAL schemes, and supporting calculations for radiation instrumentation used in the EALs. l&M requests approval of the proposed change in accordance with the NRC's normal review and approval schedule.

The proposed change will be implemented within 180 days of NRC approval.

Copies of this letter and its enclosures are being transmitted to the Michigan Public Service Commission and Michigan Department of Environmental Quality, in accordance with the requirements of 10 CFR 50.91.
