Dear Sir or Madam:

Pursuant to 10 CFR 50.54(q), Southern California Edison (SCE) has revised the Permanently Defueled Emergency Plan for the San Onofre Nuclear Generating Station (SONGS), and two Permanently Defueled Emergency Plan Implementing Procedures.

The changes to the Permanently Defueled Emergency Plan were to add the requirement of On-Shift personnel to be trained as Radiation Workers and to perform limited RP duties and to remove the letters of agreement and only reference the letters.

SCE has determined that the changes do not reduce the effectiveness of the Permanently Defueled Emergency Plan or Permanently Defueled Emergency Plan Implementing Procedures, and the Permanently Defueled Emergency Plan, as changed, continues to meet the standards of 10 CFR 50.47(b) and the requirements of 10 CFR 50 Appendix E. This letter serves as the report required by 10 CFR 50.54(q)(iv)(5).

Attachment 1 of this letter transmits Revision 3 of the SONGS Permanently Defueled Emergency Plan effective April 18, 2017.

  • Attachment 2 provides a report and analysis summary of the Permanently Defueled Emergency Plan changes.

Attachment 3 of this letter provides a copy of the following revised Permanently Defueled Emergency Plan Implementing Procedures:
