re-

viewed your August 1,

1985 written comments

(Enclosure

3) and herewith transmit

the final report (Enclosure 4).

Our overall assessment

is that you and your staff demonstrate

competent

manage-

ment,

exercising

good control of activities,

maintain

a positive attitude

and

continue

to

be responsive

to

NRC concerns.

Two arear'here

improvements

are

needed

are the surveillance

program

and fire protection.

We recommend that you

continue your management

approach that encourages

conservatism,

aggressiveness,

openness,

and

a straight forward approach

to problem resolution.

We

acknowledge

your August

1,

1985 letter stating that

PP&L does

not plan to

submit any additional

comments

on the

SALP report.
